Mort's Answer:
When the leaves turn yellow is the best indication that the sap is going down into the soil. If you want to be absolutely safe, wait until they are completely defoliated. Transplants of smaller trees need not be dug up with a ball of soil. Be sure to soak up the new spot after planting. No fertilizer is needed in the hole. Plants purchased from garden centers that are in pots can be planted at any time.
